Out of date fire certificate holding up flat purchase

I’d be grateful for some expert views. My son is in the process of buying a new build flat, one of 3 that have been built on top of an existing 3 story block of flats. Along with the new flats the whole block has been going under substantial upgrading to improve fire safety, energy efficiency etc. The fire certificate (?) for the building is a year out of date and will not be renewed until all the work has been completed (within the next few months). My son’s solicitor is refusing to allow the purchase to proceed until this has been done, whereas the solicitors acting for the purchasers of the other two flats are happy to proceed. Is my son’s solicitor doing the right thing or is he being a jobsworth? This will cost my son £12,500 in additional stamp duty so could be a showstopper.
