Does she pay by direct debit, pay at post office, pay by bank transfer. Have these payments stopped?
Do her payments appear on her online account?

2 initial comments - lots of Estimated readings and 2 your neighbour is on a Standard (ie expensive) tariff.

Is the reading 18736 on the 29th March an actual or an estimated one. I see no evidence from the screenshots that you have provided that the payments have not been taken into account. Statements can be confusing. Personally, I prefer to use 2 actual readings from which I can calculate the total unit cost; count the number of days to calculate the total standing charges and add VAT. From this I look at the debit/credit balance and the amount paid in the charging period. This gives me a debit/credit balance.

I am struggling see how the payments history equates to your spreadsheet? Could it be that the supplier has added the monthly charges for each of the billing periods quoted on the bill? In sum, you may be double counting.

18736 does sound like a catch up resulting in a big bill.

@Jayaneric  Could you read your neighbours meter this evening please.

Her meter was changed to a Smart meter on the 22/4//21 . I have been taken regular readings, generally  5 units a day the reading is 297 which I add on to the last reading on her old meter 19091, for the sake of continuity
