@neilmcl we only know what the surveyor told us about the property - he said once we start trying to strip wallpaper, all the plaster is going to come off and it is going to be a pain in the posterior. So he advised not starting to do anything like that until we have time and money to get it all properly repaired.
It's only a chimney breast that has this godawful pattern on it so not a huge area. We might try emulsion on a tiny area and see what happens. My Scottish husband approves of your advice (but is sensible enough to say it's ultimately up to me, so I can't blame him if things go wrong )

You'd have to be very unlucky for the paper to react due to the moisture in the paint - almost always you can paint straight on with no issues.
And, if it does soften and bubble due to a single coat of emulsion, then you know it'll actually be dead easy to fully remove with just a little more dampening...
