Best primer for painting over wallpaper?

@neilmcl we only know what the surveyor told us about the property - he said once we start trying to strip wallpaper, all the plaster is going to come off and it is going to be a pain in the posterior. So he advised not starting to do anything like that until we have time and money to get it all properly repaired.
@Jeepers_Creepers call me anything you like!
It's only a chimney breast that has this godawful pattern on it so not a huge area. We might try emulsion on a tiny area and see what happens. My Scottish husband approves of your advice (but is sensible enough to say it's ultimately up to me, so I can't blame him if things go wrong

Yeah, go ahead. But don't come crying to me if...You'd have to be very unlucky for the paper to react due to the moisture in the paint - almost always you can paint straight on with no issues. And, if it does soften and bubble due to a single coat of emulsion, then you know it'll actually be dead easy to fully remove with just a little more dampening...1
