Always, always read and photograph meters YOURSELF on moving in day. Never, ever take an estate agent's/letting agent's/landlord's word for it. No respectable professional will object to the couple of minutes it takes to show you.
Never ever sign off for the keys to a property for which you don't have 24/7 acces to the meters. Clarify this during a viewing. If the response bears any resemblance to "it's in the neighbour's/landlord's flat upstairs/next door" - WALK AWAY.1
