How do I get my money back

At the end of April I ordered some seeds from an online retailer. Due to the pandemic they had put a warning on their website that there would be a 10 day delay in shipping.  I waited for 2 weeks, and still no despatch confirmation, but no reply. I waited a few more days and emailed again and still no response. After 4-5 weeks had passed, I emailed again and at the same time I put a negative review on Trustpilot. I received a reply from the owner telling me that the seeds must have gotten lost in the post and if I removed my review he'd refund and also send the seeds. I felt, at this point, that he was holding my money to ransom and told him as much. He said he'd refund that following day.

That was 2 weeks ago and I'm still waiting. I have absolutely no idea where to turn. I've contacted the Financial ombudsman but am yet to hear from them. 

What are my options here?

    You went to the financial ombudsman about some seeds?  And you turned down a refund and replacement seeds in favour of just a refund?

    How much are we talking about and how did you pay?  There might be options there.

    Why did you contact the financial ombudsman, did you take out a loan for these seeds?
    Ok I know you didn't but what to you expect the ombudsman to do about it.

    OP - 
    The financial ombudsman is mediates on complaints between customers and financial institutions. The people you bout the seeds from aren't a financial institution. Your card provider is, and the first step is to contact them and raise a chargeback claim. You might even be able to do it online by 'disputing' or similar the transaction. 

    If you card provider won't reverse the transaction, then you can complain to them and eventually the financial ombudsman, but that is a long way down the process.

    I went to the Financial ombudsman because I didn't know what else to do, hence coming on here. If I hadn't gone to the Financial ombudsman, what advice would I have been given.
    It was a small amount I used a debit card and he said he'd refund and send seeds if I removed my review, so yes, I turned it down, however I'm still due my refund regardless.
    I'll just contact my bank.
