    I can sympathise with the OP because we had a similar situation.  We rented a house on a farm and the stopcock was in a building we had no access to.  The farmer, also the LL, decided that we didn’t have the heating on enough and was concerned that the pipes would get frozen and ruin the property.  This was in Devon, not exactly the coldest part of the country.  We let him in to see how warm and toasty the house was.  He still wouldn’t turn the water back on so we contacted the council.  They sent someone out and read him the riot act and explained turning the water of was harassment which is a criminal offence.  We spent a couple of days at a local hotel while this was happening.

    We got the water turned on.  It then rained for days and we got a leak in one of the bedrooms which the LL said would be repaired when we left  :# so much for him worrying about the condition of his property.  

    The council said they would keep an eye on the property to make sure it was fit to rent but it never came back on the market.
