how do i get scottish power to move my meter ?

Ive waited over 5 months for scottish power to move my elect meter ! they have failed to attend 4 appointments, the omsbudsman has ruled in my favour, scottish power is refusing to engage with omsbudsman, the head of scottish power is uncontactable by any means, what can i do now ?

Not necessary,if you don't want to say and nobody elses business,but it might get you more useful information,why do you need/want the meter moved?.
Have you considered changing supplier at all?.

meter it too high up the wall to read safely

If either or both of these apply then you can ask to be put on the Priority Service Register.

If the meter doesn't require too many fiddly buttons to be pressed, taping a mobile phone to a broom handle or grabber and taking a video might be a tolerable workaround.

yes already on register

Then request that meters are read for you in that case,or maybe a smart meter would be an option to consider.
Not going into the pros and cons of smart meters here though,just seems worth mentioning.
