Can he end tenancy agreement from hospital?

Hi my uncle is very unwell in hospital ( will be staying for a while he's been told) and has wanted to give notice in his housing association place for a while and go stay with another relative . He'd still like to that as we dont think he'd be able to live independently anymore and would definitely need a carer when he comes out. I'm just wondering if they'll accept his notice if he's hospital? I've contacted them on his behalf and they said he can just write and email, but I guess I'm trying to rule out any complications along the way regarding him being in hospital. He said he also usually pays rent via a portal system and saw that he can give notice that way. Which would be the correct way to do it?
I can visit him with a laptop. But I've been confused by the housing association telling me he can just submit an email.
The other issue is that being in hospital he is unable to clear the house, so what can he do? Will he be in trouble for that? I've talked to the housing people and they've said he'll be charged if he leaves the house uncleared. Trying to avoid this as he doesnt have much money and he's worried it'll be a high amount.

Yes he probably can end it from hospital, but if he comes out and then lives with a relative for a 2 months? 6 months? What then, he is essentially homeless. He would be charged to clear the house if he left it full, why wouldn't he be? Someone is going to have to pay for it to be cleared. He might be better off keeping the property and then speaking to the housing association when he is able to return home to see if they offer sheltered accommodation, whether they will made adaptions to the property etc to keep him living them. Can he now claim housing benefit, if he isn't already which will cover the cost of the rent while he is in hospital.3

I cleared my fathers property after giving notice as he had to go into a care home. Luckily he was not a hoarder so it was pretty easy to remove the few items he had. We paid to have some items removed from outside by the council but they dissapeared overnight (people are always looking for free items) there are people who will do house clearance if that is what your want.0

Yup. Freecycle is also a great way of getting rid of stuff.

It will always be more expensive to expect the HA to clear the house
It will be cheaper to get a local company to do it for you.
The HA will add VAT plus possibly admin charges for having to sort it all out
He is obliged as a condition of his tenancy most likely to return the property as it was given - empty.
Maybe reach out on Facebook for a house clearance company who are licenced in disposal.
He will have four weeks most likely when he gives notice so worth sorting this out in advance
Also really needs to consider whether giving up his tenancy is the best thing. He has a safe tenancy which means he could move into sheltered or supported and get the assistance he may need
He will lose this if he gives it up and is unlikely to get it again.1
