Section 278 - Specific Financial Charge

Hello, we're in the process of purchasing a property and have hit the dreaded wall. We have an outstanding enquiry since 7th April relating to re-assurance from the local council that there are no obligations relating to the following:
As I am sure people can appreciate, it is excruciatingly painful to get any form of communication from solicitors at the minute and I am looking to understand this issue a little more in hope I can expedite it in some way.
It is my (superficial) understanding that the Section 278 bond is between the council and the developer of the estate. So not clear why it is applicable to our specific property. Nor is it clear why we would have any liability since a bond already exists between the developer / council.
Has anyone come across this or have any ideas?
The seller wasn't aware of the bonds existence, owned house since new build in 2005. Any insights would be really appreciated.
