Changing Paper Licence due to change of address
Its impossible to get through to the DVLA with all this Strike Action.
I thought it would be straightforward to change the address on the paper driving licence.
The D1 form seems contradictory.
Section 5 identity - if you provide a UK passport no then it seems you do not need to send in your passsport or provide other evidence.
Section 6: Signing of the photo - you do not need it signing if you are updating the photo on your licence - but if its a paper licence then what? As it states that if you provide a passport no you don't have to get it signed.
Then its the fee, to exchabge a paper licence its £20 if there are no changes (but there are changes as you are now providing a pic?)
However if you are changing address then its free. However online its £20 no matter what option you take.
Do uoi hold onto the paper licence until the new licence is sent out? With all this industrial action it could be months before the new licence is back.

AIUI online applications won't be affected by the strike, so you should get the new licence within days.

Online or via post do you send your licence back at the same time or only when you receive your new licence?

If you provide a passport number, the photo is taken from your passport.
If not, you have to provide a photo. They obviously can't use the one from your previous photocard...1 -
You don’t bother to send your old license back after they send a new one (well that’s what I do).1

I am going to send off the form with my uk passport number and I have added a signed picture which is the same one on my passport. I am going to keep my licence until my new one is sent out.
