Who knows how the Economy 7 off peak times are decided ? Who decides ?
I'm searching for some documentation but I can't find anything.
Thank you for any suggestions where I could find the answer to my search.

    http://www.etk.ee.kth.se/personal/nt/elecpow/history/ - "A new off-peak tariff known as the 'Economy 7' tariff was introduced in October [1978]. It featured a seven-hour night rate some 20 per cent cheaper than most night-time tariffs, made possible by economies in the night-time operation of the system."

    The times vary by region to spread the load and often by minutes as well.

    Economy 7 Electricity Heating Meter Times Explained.
    • Between 11.30pm and 8.30am – Eastern, East midlands, London, Midlands, ScottishPower,
    • Between 11.00pm and 8.00am – Manweb,
    • between 12am and 8am – Norweb, SWALEC, SWEB.
    • between 11.30pm and 1.30am and then between 3.30am and 8.30am – Seeboard.
    • between 11.30pm and 7.30am – Southern Electricity.

    Radio teleswitches can vary by +/- 15 minutes, which can be a pain if you are using a local timer to shadow the meter.  That said, whenever I've looked at mine it always switches to low rate about 90 seconds after the nominated time.

    Nowadays it depends more on which supplier fitted the meter than which region you live in.
