So, to avoid the full-charge I paid the early payment on 15th June 2021
Nothing more to be said.

Why pay anything?3 -
If you are unaware that the parking charge conditions have changed . . . you're not looking at the ticketing machine or the other signage . . . now that is A CHEAP TRICK.

Although, last Thursday, I paid for a 2 hour stay (i usually do a circuit at walking pace in an hour and a half) I only got an hour as the car park was closed early for admin reasons. What ! First time this has happened ever since I've been going there.0

This is too late; you have paid, It is over.
No-one told you to pay. DO NOT pay parking charges to take 'advantage' of the discount bribe.
The only comeback you might have is my suggested complaint that Councils are not allowed to run car parks as if they were private land, then take the same complaint to the LA Ombudsman.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
