Thinking of amending TUI package to next year but only 2 of us now want to travel

Booked a package to Kos in 2019 for 2020, 2 adults and 2 16 year olds. Total cost was £5k. Holiday amended for free in 2020 to August 2021. The two kids are now 18. Both happy to come in August if Kos is green but not really bothered if we have to amend to 2022 as they will both be 19 by then and no doubt working and want to holiday with friends/girlfriends etc. 
We (the 2 adults) are happy to still go or amend to a different date/destination but wouldn't be spending £5k and would expect something to be refunded. 

Has anyone had experience of this with TUI. I've tweeted them but no response as yet. No point ringing them. Just thought I would ask as then we can begin thinking about options.

    TUI responded and directed me to their T & Cs which are as clear as mud!

    From reading the T&C  I understand it to be
    if you change dates but reduce adults in party you will need to pay the appropriate cancellation fee for each adult who cancels, depending on when you cancel.
    If the cost was based on a party of adults, rather than an individual cost per person, then the cost for a lesser number will be recalculated.  

     TUI are not, at present, cancelling holidays to Amber list countries,

    If your change means fewer adults travel, and your holiday price is based upon the number of adults, we’ll recalculate the total price and the price per person may go up. This extra price isn’t a termination fee. You will also need to pay the appropriate proportion of the termination fee for the adult who has cancelled. See “If you Cancel Your Holiday”.

    If You Cancel Your Holiday

    To cancel your holiday you must tell us as soon as possible. If you booked using a travel agency, that agency must tell us. When your holiday has been cancelled you will receive a cancellation invoice.

    You must pay a termination fee which covers our administration costs and compensates us for the risk that we do not resell your holiday. The fee is based upon how long before your holiday you tell us you want to cancel and is a percentage of the total price of your holiday.

    I would be inclined to leave things as they are for now and see how Kos and the folly of the traffic light system pans out.  Much can and will change between now and August.

    If Kos makes the green list then you can all travel together as planned.  If still on Amber you can make amendments nearer the time, or TUI may well allow more flexibility by then, to change plans.  At the moment for a holiday so distant their standard amendment/cancellation policy will be in play.  

    If and when options are presented to amend or refund, the latter will be perhaps the best route to take given two of your party would not wish to travel into 2022.  The other two of you can then start afresh with planning and rebook from new.
