Debts are sold on. Seldom do they check they've got the right person even. It's an invisible business.
When I moved I got a new number for someone who owed money and got a variety of calls claiming the debts. Telling one I was not that person made no difference.
Do you have anything in writing from when your MP dealt with it? You could try forwarding that to them with a covering letter. Keep copies, dated. Might get through to them.

When did Kent leave the UK..?

Italy got shot of this completely when they sold it-on for an undoubted pittance.

Vultures like CLI are fully covered in appropriate forums here already and the very last thing you should be doing is contacting them.  See post four of the Newbies Sticky in Parking Tickets for why and many more threads in Motoring.

Usually a car hire firm charges the hirer a service fee for handling a penalty notice. Whether or not you were charged could indicate the authenticity of the offences and fines.

In any case, you have decided not to pay, so make sure you do not communicate with CLI in any way.

That's just stupid.  Say it was a number for a landline in a student house where a few people are living, they can't just insist the person who picks up the phone is responsible, they should ask for the person by name and only talk to that person.
