PCN Prohibition zone Barking London Help Please

Hi all and thank you for any help in advance,
Recently i asked for advice travelling into London as a disabled driver. as there seemed to be no charge for the emissions and congestion due to being a registered disabled car, i decided to drive a little closer, parking in a shopping centre in Barking. today i have received a letter from Barking and Dagenham with a PCN notice. which reads as follows;
The London Borough of Barking and Dagenham believes that you are liable to pay a penalty charge with respect to the above vehicle for the following alleged contravention:
52m failing to comply with a prohibition on certain types of vehicle (motor vehicles) the vehicle was seen in Longbridge road (Barking) (prohibition Zone) at 10.01 hrs on 18/05/2021. this alleged contravention was seen and recorded by a road side camera at the time stated.
a penalty charge of £130 is now payable and must be paid before the end of the period of 28 days begining with the date of this notice. if it is paid before the end of the period of 14 days beginning with the date of service of this notice the amount payable is £65.
it then goes on to say that if i wish challenge it and believe i have a good reason i can do so but it could go up after 28 days to £195.....
i was with my brother and his wife and child, there were lots of roadworks and i had never been there before, none of us saw any signs saying we were entering a restricted zone of any kind, i am asking for any advice on what to do next. the date of the notice says 26/05/2021 yet i have only just received it today 04/06/2021.

It's not a congestion zone but just limited to buses taxis and bikes0

It seems people in that area don't appear to look at signs0 -
yeah i have the same sign in my pic only there is a white van parked infront of it meaning i would not have seen it. which is what i have written to them and said. thank you all for your help0

If the sign couldn't be seen (which your photo should hopefully indicate by showing the van there) then you should have an easier time getting this fixed charge notice overturned. (Maybe not at first appeal but at the next level).
