Just to keep you all in the loop
I chased the Planning Enforcement Officer as "the persons with interest" were given 28 days to apply for LBC or the remove the signs and nothing had happened.
Just received an email advising the Council Legal Services Team has been instructed to issue a Listed Building Enforcement Notice regarding the signage.

received this yesterday from my councillor - it originated from the Council’s Head of Planning
“I believe a letter is due to be sent out to Mr XXXXX today confirming that the signs do not have the necessary consent and accordingly that this represents a breach of planning control. Legal action is being prepared to ensure the signs are removed. This investigation is however limited to the breach of planning control and not directly to the issue of parking fines.
still awaiting Service from DCBL but I assume this will sway things my way
