22 out 24 items arrived. Concrete tiles. Needed all 24. Refund offered only for the 2.

Hi 
Seller refused to send the  2 missing cobblestones mats. Cost £45 to ship a pallet. Added an extra one for losses during transit, but two missing causes issues. Different manufacturer's will have different colour to the concrete of these cobblestone mats so not ideal.  Each cost £16. Total order £350. As i had to send the first batch back, they claim they can't offer any more as they "have already spent £100 on this order".  But that 1st batch should not have left the factory in the first place. Claim that 24 left the factory and 2 must have been damaged during transit (and removed by the transport company). To top it off, was supposed to take 3 weeks but with them blaming delivery company this has taken 9 weeks total. Lots of promises. really poor customer service. Private company, not a big brand. I could come an pick them up, but a 2 hour trip each way. Asked if i should be happy that it took 9 week "not everyone can be happy". Final offer from them is a refund? .... am I being unreasonable to expect them to send the missing 2? Rather make do with 22 than send the whole lot back.

    You can request a repair or replacement but retailer can refuse if it's disproportionately costly in comparison to refunding or reducing the price. Reduction in this case would be refunding the two missing items.

    It's up to them how it's resolved, as long as your rights aren't denied.  You can't force them to send the missing two items so your options are to collect them yourself, accept the refund for them or cancel the whole order for a full refund.
