Government gateway access problems

Im trying to fill in an R40 for my father, I log into his government gateway account which then says they need to do more security checks and give 3 items they can check - U.K. passport, credit reference file and Northern Ireland driving licence. There is also a link to say you don’t have 2 of these items which takes you precisely nowhere. My father only has one of these - Anyone found a way round this or do I have to resort to printing out form R40? Thanks I’m anticipation

Had similar today, used my passport (take photo in smartphone PO app) Then take a selfie for comparison, There were some more hoops to jump (code on smartphone) can't remember the exact order of play.I am not a cat (But my friend is)0
