New Home Build Developer Issues

Good morning to you all, hoping someone can help with this.
So, we bought our new house direct from the Developer/Builder in Oct 2018 with equivalent NHBI from Global Warranties and a 2 year Developer/Builder Warranty. We've had quite a few snags, some fairly serious but most the minor things you get with a brand new build. However, within 5 months of owning the house, there was significant water ingress traced through to the false chimneys. The Developer sent their roof contractor out and applied a sealant to the coping stones. This happened again roughly 12 months later and they then did the same treatment - we complained as it obviously hadn't worked the first time. Then again, it happened less than 9 months later and much worse with more than 10l coming through the ensuite in a few hours. Now, I've been back to our Developer, as it relates to a problem not resolved during the Developers/Builder warranty period - they refuse to reply or provide any reports of what they have done. The NHBI company will accept the claim but it's £1000 and I've approached our Household Insurance (Buildings, Contents and Legal cover), who have said I need a surveyors report to progress it but it is something they would take on.
The extra bit of information is that all the houses on the development have this same issue!
Two part question:
1. Do I re-approach the Developer and threaten legal action but offer a mediation (I think that the other residents would be willing to support)?
2. Get a Surveyor and sue (rough cost £650), hope for the win but know that I can claim at any point on the NHBI (£1000)?
