    I should have clarified that the neighbour's own driveway has space for three cars, though only parks one there. The other two he parks at the front of his property, leaving a one metre gap between them, and resulting in the unnecessary encroachment of around one metre in front of my open plan entrance.

    Contact your local Councillor.  I had an H bar installed on recommendation of a senior engineer from highways department and the Councillor paid it from his budget. Your situation may be different from mine so you may not get satisfaction from your Councillor but it is worth writing to him or her.
    The H bar may not stop your neighbour and his anti social behaviour but it might help your case somewhat. People still park over my H bar and verbally abuse me when I point it out to them and ask them to politely move their vehicle just a short distance perhaps 12 inches or so. But far fewer park there than before the H bar.

    Thanks, our council no longer do H-bars and recommend the lowering of the kerb at £1,000+.
    I did this and nobody seems keen to enforce it, including the local councillor who I've already complained to.
