sheltered accommodation, no EPC

my mum rents from a housing association and is sheltered accommodation.
she has old storage heaters in there and we discovered today that her EPC has run out.   it ran out 2 years ago.
do the same rules apply to HA's as well as private landlord,  it's also rated E which I think is pretty poor for OAP housing.
since moving in she has got further and further into debt regarding the electric bill and she is now paying £100 pm for a very small 2 bed bungalow,  plus over a £1000 in debt.,  she has no gas.
she hates the heaters, she is constantly cold and hasn't a clue how they work,   gas is available in the rest of the street.
what's the best way to proceed.
ideally she wants something more economical, she is also on the waiting list to move.

    Write to her housing association ? Her MP ? Speak to the Environmental health department of the local council and complain complain complain

    EPCs are only required for the purposes of selling or re-letting a property, if it “expires” it just means that it can’t be used for another letting and a new certificate is required.
    An E rating is pretty poor in older person’s accommodation. You can ask the HA if they would pay to have a gas supply put in but gas boilers are being phased out at some point so it is unlikely that they would unfortunately. If all of the other properties have gas it could have been that a previous tenant refused to have the supply put in when offered and missed the boat.

    they all have storage heaters but they are old I believe,  she has raunards so really struggles with the cold
