Covenants from TP1 form from previous owner

Hello, we are in the process of selling our ex-housing association freehold house. We purchased it from someone who bought it from the housing association through right to buy. When we completed on the purchase 3 years ago we only received a TR1 form, however now our conveyancer found a TP1 form from 2008 when the vendors purchased the house. They are saying the covenants in TP1 apply to us now too, but we only had a TR1 form. Did our solicitors back in 2018 make a mistake by not sending this document to us? I'm quite confused about this, any advice would be appreciated.
