I do wonder how they got a prized wheelie bin, sounds like it needs to be the big family sized one, don’t tell me they have that already?   Sounds like they need rehab.

Perhaps I was lucky, but when this happened to me as the result of several owners misbehaving, I had good responses from the council who attended quickly, cleared up and sent letters to all the residents.  It also helped that some of the 'rubbish' was of a highly sensitive nature, including a "Dear Sir, unless...." letter from a finance company, a love letter with sexual references and several bank statements. These I returned to their owners with a short note saying I hoped no one else had seen them.
The situation improved a lot and it was finally resolved as those people moved on. The neighbourhood has come up a little, but I think it was simply an unfortunate random grouping of less responsible individuals who'd  fallen into bad habits. I won't say which item the headteacher was responsible for 'losing!'

noticed the lady smokes all the time and she's very pregnant.
Don't worry, Oxfordshire has decided to ban one of those in public spaces and other councils are thinking of following suit. Nationally falling sperm counts should sort the other one. :)
