Secondary Glazing Grants

I an on PIP, but I own my own flat. I have single glazing and cannot change it to double due to lease but it is awful, having to clean condensation away every day only to appear again within minutes for nine months of year, mould growing constantly.   Green scheme useless.  I coud not get an answer to any phone calls at all.  I have constant messages about double glazing but nothing for secondary glazing, but I am not allowed to install it.  Does anybody know of any secondary glazing schemes st all?

I'm confused. I thought the few recipients of the so-called green energy grants could swap their existing single glazing for double? Is double not interchangeable with secondary?

Either way, has the freeholder's permission been sought?
