Can I pay someone else's credit card abroad without charges?

Hi I want to pay someone's credit card but they are living in the UAE at the moment. Can I pay it without incurring charges? If so how, and if not did anyone know the cheapest way please? Thank you for any help.

Where is the card registered (UK or UAE)? If the card is registered in the UK it will have UK bank account details for payment, in theory anyone could pay money into that account. The simplest way, if you have agreed to gift/loan the money to a friend or family member would be to transfer the money to their bank account and let them pay their card in the normal way.0
