Tell the Government that, and that there were no prominent extra signs to alert people to the sudden change. Object to high parking charges and false debt recovery add-ons that just layer on profit for parasite firms and positively carry these cases to court and rip people off.

As I said briefly before, the final Government Consultation into the level of parking charges, discounts, false ‘debt recovery add-ons’ (that no PPC actually pays)...

...and the Appeals Charter - that should IMHO result in full cancellations not enrich the PPCs by £20 or more because it would just encourage spurious PCNs that should never be issued...

    ...is now open!

This forum’s regulars are encouraging email submissions with evidence and photos, letters attached to illustrate what happened to you and why you are answering the way you are.

Please tell your friends, family and colleagues who have had these spurious PCNs and claims to email their evidence to the MHCLG as shown in the Consultation and not just do the tick boxes.

The Government want evidence - victims must give it to them.  Show your evidence to support your answers by email.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You ignore anything and everything except a formal 'Letter Of/Before Claim from PCM's solicitors (possibly Gladstones, BW Legal or DCB Legal) or a N1 court claim from the Northampton CCBC. Come back if you receive either.

I may have missed it in scanning the previous posts, but do you have a confirmed date on which the new contract started with PCM?
The official starting date of their takeover was 1st March 2021 and I was issued a ticket on 2nd March.
My thinking was whether the actual contract commenced (say) 1st February 2021, with a month to communicate the changes to residents. I'd do a bit of digging, but if the contract only actually commenced on 1st March, then they are far too premature in issuing tickets and no doubt contravene the requirements of the IPC Code of Practice.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
