Possible PCN but wrong details. Do I have to reply?

Hi, my parents received a letter addressed to me however I no longer live at the address, now several hundred miles away. The sender's address was a PO Box in Leeds. I looked up the PO Box number online and on this forum there was a discussion that the letter was a PCN. (the address is UK Mail, PO Box 195, Express House, Leeds).
My question is, although I don't actually know what the letter is, if it's a PCN or not, should it be returned to sender just in case?
My car is registered to my new address, as are the details on my driving licence, so not sure if it was a PCN why it would go there. Also there is no other info on the envelope such as DVLA, Police, HMRC etc.
Am I causing myself more trouble by not asking my parents to open it and find out? If it was a PCN can it be followed up because the address was wrong, and does opening it change anything?

Get your parents to open it, saves all the guessing, then potentially making a costly error in not dealing with it expeditiously.If a parking event pre-dates a house move, the PPC would only receive the keeper data based on what address was shown on your V5C (logbook) at the time. The V5C is the important document; the address shown on your driving licence (for the purpose of private parking tickets) is irrelevant. Both V5C and d/l have to be updated separately, there's no read-across. Please check your V5C.One other point, have you recently changed your car?
Finally, until you know if your parents have a PCN and you can check the date to which it refers, it's too much of a guessing game to determine why the letter has gone to their address and not your current one.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Thanks for the help. I moved 18 months ago with the V5C changed just after and not changed my car.
I will ask them to open it and check.

should it be returned to sender just in caseAbsolutely NEVER do that. They should open your letters. I do for my kids at Uni, with their agreement.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
