Succession order for transfer of exclusive right of burial purposes

Could anyone explain what this form is please? There are 6 siblings. Can they all be added is succession of age (if the choose) or can they all renounce reunification or does some have to take on the role of successor?
The family do not speak they are a very hostile family who live all over the country. The funeral director has told us we need all 6 signatures which is an impossible task...any advise would be welcome.

THe FD will deal with whoever gives them instructions - and they will send them the bill. I did so for my Mother In Law although by Brother In Law was executor.

The estate of going though probate, there is a will and 2 executors. One sister has issued a caveat (no idea why) she is hostile and won’t reply to e-mails or answer calls along with a brother. Mom died in March 2nd we are no further forward. 4 siblings agree on the epitaph and the other sister and brother don’t agree with anything.The whole process is a nightmare.0

Who has the current Grant of Exclusive Right of Burial certificate? My dads ashes grave is in a council run cemetary & my mum owned the rights, she died in Nov.
I was executor with my 2 older brothers (all named in her Will), They both 'reserved powers' though, because I told them they would (they're clueless & idle) & it was simpler for me to handle it alone. I dealt with the FD for the funeral & paid his bill.
When I had her ashes the FD was no longer involved. I contacted the council, completed a "Transfer of Ownership" form & sent a £90 cheque & the original burial rights grant, (nothing else required). The declaration I made & signed on the transfer form said "I am the next of kin, daughter, of the deceased & there are no other family members or executors that have the same or greater rights to the plot".
There were 4 signature lines, with one for a date & one for a witness to all the people required to sign had I completed the form as I should have, with myself AND 2 brothers.
No chance! I wasn't going to mess about getting all 3 of us plus a witness in one place, at one time just to sign that. The witness just has to witness signing, not confirm the info is correct. So I now own the rights alone.
Council asked no questions & sent me the new grant. There's been no 'agreeing' unless it was for my brothers to agree with me. I organised interment, chose the stone & text, though to be fair I did say to my brothers "we're having this, you OK with it".Seen it all, done it all, can't remember most of it.0
