    Referring back to the OP, there is some logic in the treatment of an individual varying in each direction of travel.

    Suppose Country A has a low level of infection per head of population
    Suppose Country B has a high level of infection per head of population

    When an individual travels from A to B, Country B may impose limited restrictions on the individual as, statistically, that individual is less likely to be carrying infection then the resident population in Country B

    When an individual travels from B to A, Country A imposes higher level of restriction as the individual is more likely to be infected that the resident population in Country A.
    Sure. Though the NHS app 'vaccine passport' is accepted by some locations which will be on the green list shortly - but it is not accepted when you return to the UK from a green list location.

    Which doesn’t make much sense until you think that any positive covid tests on day 2 are sent for genome sequencing to check for variants. So it makes sense to have anyone returning from abroad to have that test. Then of course it looks a bit stupid to allow people to travel back to the UK untested and wait until they arrive for testing. So they require a test before travel. 
    Which really is a penalty for being one of the leading countries in the world for genome sequencing.
