NSL - Lewisham Parking - Residents Permit Problem

Hi guys,
I live in an area with Resident's Permit Parking and have done for years.  It's managed online.

The permits allow you to have two registrations attached - but only one active at a time.  My 20/21 permit was due to run out on 19th May; it was set with my Focus as the active reg and my wife's MX5 as the other.  I renewed online on the 17th and got an acknowledgement.

On the 20th May I got a ticket on the Focus for "no valid permit".  I checked it online and the renewed permit had the MX5 as active.  I appealed the ticket with the reference numbers of the old and new permits and pointing out that I had not changed the active vehicle; the renewal process did.

I was turned down with a standard letter telling me that there was a clear sign (I know that it's outside my bleeping house!) and that the Focus had not been added until the 20th May (I know that - I added it again so I didn't get ticketed again on the 21st!).  I suspect they have not even bothered to look at the previous year's permit.

The letter suggests I cannot add further evidence or correspondence but can now only pay or wait 28 days for a Notice to Owner then formally challenge the PCN.  I can't challenge on any of the standard grounds - only that I had paid for a valid permit, received an acknowledging e-mail  and that it was a failure of their process that caused it to be invalid.

Questions:
  • Does anybody have experience of NSL and/or London Borough of Lewisham?
  • Any thoughts on whether I stand a chance of making my case - or do I just curse under my breath and pay the discounted charge now?
  • Is it better to ask on Pepipoo?
I need to think of something new here...

    What you describe should win for you at adjudication.  Don't be put off by a first response rejecting the appeal.
