Renting a bedsit

Options
My grandson rents a bedsit in a building that has 15 other bedsits in it, it is newly converted, Jay was the first to move in.  However, the landlord has not put in the connections so Jay can then connect up the internet.  So he buys hotspot, monthly.  I don't know if Jay's room is the only one not connected up, or all are the same.  Could the landlord be made to do the connection or that what it is?

Don't think there is any right to have Broadband. Unless the bedsit was advertised as having Broadband and the landlord is now failing to provide that i don't think there is anything you can do to force him to install it. But i would imagine most people in bedsits are going to be young people who would want broadband - so you could try to persuade the LL how beneficial it would be to him.

Is he on a bills included deal? Is broadband in the agreement?

My son rents an annexe which has wifi included but before he was given the code he used his own phone, which has an unlimited data deal and a good gb hotspot offer,  to become a hotspot and now he still uses it most of the time as its a better connection.
