Process for moving trading accounts between brokers - Help!!

Hi All,
I am trying to move my small trading account from one broker (interactive investor) to another (Fineco Bank) - I have officially notified both parties of my wish to do this and submitted a Securities Transfer Form to both of them.
However, nothing has happened, and when I chase both parties up, they each say they are waiting for the other to make first contact, and I have no idea who is telling the truth!
Is anybody able to advise the process for moving trading accounts between brokers - should ii be contacting Fineco to initiate the transfer or should Fineco be contacting ii?
I need to stick a rocket up one of their backsides, but I'm not sure which one!
Any advice greatly appreciated!
