Wind force on fence panels

Are there any geniuses out there who knows the formula for calculating the wind force on a fence panel ?
I am guessing that it will be a "turning force" due to the fact that the bottom of the panel will be tethered to the ground - we have solid concrete posts, that will not move
The only variable would be the wind speed itself
The panels are (obviously) a fixed size (2 metres by 2 metres)
and we cant assume that the wind affects all parts of the panel linearly - the top will obviously suffer from wiind affects more than the bottom
