Do I have any rights ?

Wonder if anyone has any ideas if I have any rights 

ordered a new car from a broker in February for delivery April as we have a company car die back in June. We ordered it to our spec and paid for upgrades to be added all contracts signed abd agreed and order placed.  Phone call received in April to say car arrived but on inspection it hadn’t been built to the spec we ordered. We declined the car. They then said they would have to rebuild it and it would be another 12-16 weeks although not great we accepted this but expressed in the grounds that we had a car ( courtesy ) if it didn’t arrive before June 18th we were told several times from the dealer that this was fine and the car company would do this closer to the time.  Got a call today abd told again our car is delayed due to ongoing Covid issues with car parts and that we can have a car that is of similar spec but we have to pay the same monthly cost as our new car would have been. In addition to that we won’t get a reduction on the terms for the new car when it does arrive which at present they can’t give us a date. We are now needing a car in 18 days can’t order one and feel stuck
also as it’s used for business mileage I can’t claim expenses on the hire car as it just be insured in my name for rules in expenses so I’m also out of pocket for that 
do I have rights that I can use to try and get this sorted

    For clarity, was this a business purchase?  You mention that it's a replacement for a company car.  Who is buying the new car?  You, your company or your employer?

    It’s personal purchase but I use my car for work purposes so I claim mileage from work approx £200 a month 
    but it must be insured in my name for business Class 2 use or I don’t get this, 

    We have a company car that has to go back on 18th June and we are replacing that with a private purchase as we don’t get the company car now as left the company
