    I don't think the OP has the cash to pay for the improvements, rather they want to pay for them with credit.

  • First move: telephone Tesco and ask them to increase your credit limit. Mention that you never use the Capital One card and ask whether they would give you an increase if you were to close the Cap One account.

    You mean "ask them if they will increase your credit limit" surely? You don't ask banks to do it.
    Closing the cap one card will result in a higher utilisation and create temporary instability on the credit record, Tesco won't see it as -£1000 on card 2 = + £1000 on card 1.
    OP has savings to cover this, savings earn a pittance in interest, with the S75 cover and points, assuming the firm accept 3x payments and 3x card fees then the logical thing to do is put each payment on the Tesco card, then clear it when the charge appears, rinse and repeat (maybe leave last one for the statement so card looks like it's used well.
