This comment in your post concerns The Landlord and Tenant Act 1987, "I initially read here about (I think) 80% of leaseholders needing to agree to a change which could cause financial impact."
Have a look at Part IV, Section 37, as it details what must happen before a lease can be varied. All the residents affected should complain to the landowner and managing agent, asking when this ballot took place, and what was the result, (don't ask them if a ballot took place) pointing out that your lease cannot otherwise lawfully be changed.

@D_P_Dance I was thinking about it but my victory lasted less than 24 hours before I got a ticket for not validating my parking in a supermarket - I did shop there ths whole duration and have bank statement proof as I discarded the receipt literally the day before receiving the PCN. I even have the barcode slip I didn't scan and I could not backdate when I revisited 6 days later. At first i was in disbelief about the case being dismissed and now I can't believe I may be going through it all again 😔 Let's add this to getting caught on manual speedometers by the police happily driving at 39mph on a road I assumed 40mph 😬0

@Coupon-mad I was planning to go into the store this week and ask the store manager to cancel it - reviews online tell me the service is rubbish but I figured it's worth a try. I'm yet to transfer liability too as I'm not registered keeper so if it can get cancelled before I submit my data it would be a huge relief0

It's still within the family; I'm insured to drive. It wasn't windscreen - Horizon sent it to the RK home and insurance allows me to park vehicle at my home address.0

It is registered keeper who has a 100% nailed on win. You (driver) are not the person to appeal unless you want to bin the winning point. DO NOT TRANSFER LIABILITY.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have the template ready to appeal online including a bank transaction. I am still going to attempt to go into store this week and if the store manager gives me the run around or refuses to cancel the ticket, I will complain via email including CEO and any MD's I can identify!0
