I have been sent a letter from court saying that I have not kept up payment on a fine just noticed that the original fine was issued to a Mrs not Mr as there is no such person do I still have to pay

Was it a fine or penalty from the police, a court, or the council, or was it a parking charge notice from an unregulated private parking company?
Did the letter come from a court, or from an unregulated parking scammer?

It's a council fine that went to court heading is magistrates0
