Setting up a kids savers account when the kid lives overseas

Hi. I am a UK citizen trying to set up a kids savers account for my nephew, with me acting as the Trustee until he is older. He lives in Germany, though has a UK passport. I'm resident in the UK and my brother (his dad) has a UK address here too, though is resident in Germany too. I have tried the Halifax and RBS but both insist my nephew needs to be resident in the UK. Is there a savers account that will be flexible enough to offer this service, or is the only alternative to set up a bare trust? Thanks
