Offer accepted on a house. How does adopting land from the council work?

Hi everyone, 
We've just had an offer accepted on a house and we hope to do a small (1.5m x 3m) extension on it which would be out the front (but technically the extension would be to the rear as it's one of those houses where the garden is technically the front of the house, i hope that makes sense). So all the houses along this strip have a patch of grass outside with a little paved path that seems to mowed by the council, but some have extended into it and some have planted bushes etc. I've looked at the land registry for all the houses along that strip and some seem to have this patch of grass included in their title plan and some don't (the dotted line on land registry , it seems entirely random. The estate agent listed it as a 'front garden' and the current owner said that 'as far as she knows it belongs to the house', but I'm now getting worried we'd have to pay some extortionate amount to be able to do a tiny extension on it. Someone mentioned the concept of adopting land from the council, can anyone shed any light on any of the above or on adopting land? I've included a picture of the front of a house we're intending to buy and you can see the land i mean.

    First step surely is to clarify what is already in the title? You can't "adopt" land to build on it, you'd buy it.

    I think you will find the other extensions are original build. Properly flats entrances. I used to live in Bracknell lots of similar flats/houses.

    Thanks a lot for your reply - yes some of the extensions are original build, but a couple of the houses have built along from the original extension and also up onto two storeys. There is planning permission listed for one of them, but not the other, so it's just left us a little confused!

    If the council cut the grass, forget adverse possession - you would have to fence it off to exclude everybody from access to the grass for twelve years. You can't just point at it and say "Mine!"...
