You are not bound by the POPLA decision so you are in the same place you were before you appealed, wait for the PPC to issue a letter of/before claim, debt collector begging letters and then (within six years) a N1 claim form.  If you move, make sure you inform the PPC of any new address for service, you don't want a judgment by default because you didn't receive claim forms.

Thanks, i did receive a letter from PPC telling me that POPPLA appeal was unsuccessful. No further appeals can be made and that payment must be made within 28 days. If no payment is received then they will issue proceedings. Is that the letter before claim or will that come afterwards?

My understanding is that i will receive a letter before claim, which i ignore. Then receive debt collector letters, again which i ignore? And then i will receive court proceedings which is a N1 claim form?

    No, that's not right.

You will receive debt collectors letters which you ignore.
You will then receive a Letter of Claim.
The first few paragraphs of the second post in the NEWBIES thread tell you firstly how to recognise a Letter of Claim, and then how to respond to it.

That is a frightener letter, not a proper letter before clam, which should give 30 days to respond.  Do NOT ignore letter before claim.  Do ignore debt collector letters.

That is not a Letter Before Claim (LBC). Debt collector letters generally precede a LBC.

You can ignore debt collector letters, you do not ignore a LBC. And most certainly never ignore a N1 claim form.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Are there ever scenario's where the PPC just give up and this never gets to LBC / court stage?

    Possibly.
We tend not to hear about situations where nothing happens.
Most people post as a reaction to an event.

But do keep in mind that the parking company has up to six years to start a court claim.
