Want something to last and not too worried about the cost, the railings are already painted but flaking in some small areas which reveals they are already galvanised. I am not going back to bare metal but basically rubbing down and painting over?

Hammerite Smooth will do the job. Just watch the recoat times and use the right thinners to clean the brushes.
Her courage will change the world.
Treasure the moments that you have. Savour them for as long as you can for they will never come back again.1 -
If the railings are galvanised then you need to use the correct Hammerite - the standard type does not adhere well to galvanised.
