TalkTalk has been charging my friend £30 a month for broadband but she has never had a computer just a land line.  This has been going on since 2011.  Can she claim this money back?

No , they obviously took the contract out in the first place and she is ultimately responsible for cancellation .

That's a long time to never check your bills that are sent to you

Seriously?  It has took your friend ten years to notice?  No she can't claim the money back.
And you don't need a computer  in the traditional sense of the word to use the broadband.  Mobile phone or tablets would work on it too.

TT used to offer "free" or rather inclusive BB some time ago as a marketing gimmick, perhaps your friend was getting it that way and didn't notice (for 10 years) when it became chargeable?

    Does she have a router , a mobile phone/ tablet .

Unlikely to be the same price for ten years ,unless she negotiated a number of new contracts .
