Napier Parking ticket

On the day I sold my car the new owner picked up a parking ticket. 
Napier issued the ticket to me.
i appealed to them sending them a copy of the log book stub with the new owners details
unfortunately  the new owner did not put their house number on the stub 
Napier refused my appeal stating that I failed to provide a complete address.
I did previously forward the parking ticket to the new owner and requested their house number but have had no response from them.

am I liable to pay for a ticket that I am not responsible for?

The new owner had insured & taxed the vehicle before leaving with the car and I know that they have received their log book so it was registered to them at the time of receiving the fine

Can you please help me as to what my next step is.
Napier will not speak to me as they previously refused my appeal

    Probably not, but you're going to have to jump through all the hoops to shake this lot off. 

    Do you still have the very first letter to you from Napier (Notice to Keeper)?  If so please let us see a redacted copy (both sides), but leave any dates showing. 

    Did you use the 'transfer of liability' section of that NtK?  

    If you've got the new owner's street address, can you not find the house number?

    Of course you are not. 

    Do you not have notification from the DVLA that you sold the car?  If nr Tell the PPC that you do not know the new owner's address and that they should use a tracing agency to find it.  Complain   to your  MP .  You can also ask the DVLA, but there may be a fee.

    Never use a telephone when dealing with a PCN, everything on paper.
    You never know how far you can go until you go too far.
