Raising ceiling height

I'm looking at buying a house which has a small bathroom and currently only room for a shower which we're willing to extend however I've just realised a potential issue.
To give you an idea of what I mean:
When I go up upstairs, to the right is Bedroom 3 which we'll make smaller to accomodate a bathroom. If I go forward into the bathroom, I have to take 2 or 3 steps down into it so they're not exactly level so I will need to bring the floor up to make it level with Bedroom 3 and extend to the right. However I hHowever I have just realised, if I have to bring the floor up, then there is obviously less distance between the floor and ceiling which could be an issue and it looks like it isn't as high as the ceiling in Bedroom 3.

Bedroom 3 has a high ceiling so I'd hope the bathroom ceiling could be extended to be level with this.

1. Would it be possible to bring the floor up of the bathroom and increase the ceiling height
2. Anyone have a rough idea how much this extension could cost (not including bath, toilet, tiles etc)

Just to give an idea of what we would want is a small bathroom with a toilet, sink, bath and a heater. The smaller the better. I guess it would be changing the bathroom from a rectangle into a square

Ceiling height is probably determined by the roof height close to an outside wall so you probably cannot raise the ceiling there. In the middle of the house it may be possible to raise the ceiling but this will be expensive as the main joists in the loft will need to be raised.
You need to get a structural engineer to have a look before deciding.

There will be a reason why there are steps down.

Without more photos of the exterior and roof it's difficult for anyone to even guess how much work would be involved in raising the ceiling. For an accurate idea it would need someone on site. Most time served chippies would probably give you a good idea of the work involved, although an SE would work out the final design.
