Using PC monitor (VGA) with DVD player?

Can I use my PC monitor to view DVD's using a SCART to VGA cable? I'm not sure if these cables are designed to be used with projectors and not a monitor.

For example this cable:

Nice idea, but I'm fairly sure it won't work with that cable, as all of the PC monitors that I've seen need a male plug, not a female one as in the Ebay listing (which itself is odd, in that it only tells you what the lead ~can't~ be used for!)

I could get a gender changer without a problem so connecting is okay - so I still don't know if it will work.
