UPS Ignoring my Taxes Refund Requests

Hello,
Apologies if this has been covered elsewhere. I had a look but couldn't find an answer.
I ordered my daughter a guitar and amp from Germany for her birthday in April. I knew that there would be additional tax and admin fees and paid these to UPS as soon as I was asked.
However, UPS then lost the guitar and after a brief investigation, admitted that they couldn't locate it. I had to source a UK replacement at the last second and that was that.
They are now ignoring my requests for help on how to get the duty charges refunded. When they do respond it's just generic forms on "reporting damaged items".
Does anybody no how I can get the refund please? They have provided no commercial invoice information or breakdown of the charges.

Did they pay for the replacement?
The duty/tax (and even their admin fee) wasn't a loss caused by the breach. It's something you would have paid even if they hadn't lost the item. Therefore it won't be recoverable.
