I would recommend 1and1, they are reliable and their support turnaround is outstanding, I've needed to contact them twice and on both occasions they replied within minutes!
I would also suggest you stay well clear of 123-reg and fasthosts (AKA ukreg), 123-reg have serious reliability issues and appalling support, and fasthosts are just incompetent, it recently emerged that they were storing their users details unencrypted, and then their database got stolen by a hacker, I think they might be affiliated with HMRC

Will it be static or dynamic?
What infrastructure will you require (HTML/XHTML/PHP/ASP etc etc)?

I am starting up a business aimed for travellers/back packers / gap year takers, i would like a forum and later on if business is going well i may need a facilty for payment but no just yet, it will have a variety of still and moving pictures.
