Party wall surveyor - Using someone else

Hi,
We are due to be getting quite a bit of work done. All the work has been passed to the council and approved
Upon applying for planning permission, my neighbour had various letters from surveyors saying they can act on their behalf for the party wall agreement.
We are just about to commit to a builder and need to ensure the party wall agreement has been given.
The neighbour has asked one of the surveyors who he received a letter from to act on his behalf. However, looking into this company, I'm not convinced that they are reputable (low reviews on Google and a mention on another post on this site) and would rather use someone else.
Are the neighbours now committed/binded to using them or can we just use someone else.

You can you can use who you want, as can your neighbours (as you’ll be paying for both).30th June 2021 completely debt free…. Downsized, reduced working hours and living the dream.1

But if the neighbours have informed someone that they're going to use them but then choose not to, is this ok? Ie not breaching contracts.. Etc0

Surely that part is the neighbours issue, you are not the one who has given this instruction therefore any costs from this surveyor (who isn’t being used any longer) should be paid by the neighbour0

We've got a really good relationship with the neighbours. He's an old boy and I don't want him getting shafted by a bunch of cowboys and also dont want them making false BS.. Etc0
