Best guess is that after the latest sewage spill they are being cautious about it happening again and being a danger to the public.
They are responsible for their land, anything goes wrong they would be up sewage creek because they would have been aware of the risk and allowed it to open anyway.0 -
Had further clarification from the County Council today (email below). I must say I am not at all happy about it as I have walked this same route since I moved to the area some years ago. I have also tried to speak to the company who own the land but haven’t got anywhere.

Unless you can demonstrate that you used the route regularly for at least 20+ years and that there were not "No public right of way" signs there you have nothing to complain about. I haven’t personally used it for that long, possibly 6 years at the most but I know of neighbours who have used it for a lot longer.
