What are the plants?  In many cases they don't actually stop you sitting or walking on ex-lawn, unless they are thistles and nettles.  How big is the area?  Also, have your neighbours got the same problem?  Do any seem to have solved it?

Mowing more frequently will get rid of them eventually.

"Once we cut it what can we do about the current rooted weeds, and how best can we stop new weeds forming?  simply not sustainable to cut more than once every 2 weeks due to working. "

Then you will always get weeds, a lawn cut twice a month in growing season is not frequent enough, some would argue twice a week is more the frequency to cut for a good lawn.
Check you contract , it is likely to be your responsibility to maintain the garden, Maybe pay a gardener ? If you bought the house to enjoy the garden but cannot find 30 minutes to cut the grass that would seem the sensible option.

Exactly. I garden next to my fields and eventually the daisies and coarser grasses do take hold in the lawn, but this takes many years. Then it's a case of re-sowing or living with an imperfect sward. Guess which most of us go for!

How about posting on Freecycle “top soil, take as much as you want”?

Someone on our local Freecycle advertised 2 tons of this and it had gone 24 hours later.

I appreciate it’s not actually yours but I’m sure the builders wouldn’t mind  :o

It is surprising how quickly weeds can take hole. I have just cut ours for the first time in a couple of weeks, not had a chance in between due to the weather, and there were loads of weeds to pull out. We usually cut it once a week and the difference in weed numbers was noticable after leaving it for two.

We have a weed removal tool for digging out the weeds in the lawns and borders. Wasn't expensive and works a treat. It does leave holes in the lawn with the bigger more stubborn weeds but these can be filled in and reseeded as necessary.

At a guess, based on the typical new build method, it could be the stockpile of topsoil which at a later date will be spread over piles of rubble and general rubbish to form the 'gardens' of other properties on the estate.

Except the owners of those properties won't be able to blame the neighbours when their lovely lawn starts sprouting all the kinds of weeds that are typical wherever unsterilised soil is used.
